Microsoft cemented its stronghold in operating systems with Windows, a graphical user interface that gained widespread popularity in its third edition, introduced in 1990. By 1993, Windows 3.0 and subsequent versions were selling at a monthly rate of one million copies, and approximately 90% of the world’s personal computers ran on a Microsoft operating system. In 1995, the company developed Windows 95, which merged MS-DOS with Windows for the first time and essentially matched Apple Computer’s Mac OS in terms of simplicity of use. Microsoft also became the market leader in productivity software such as word processors and spreadsheet tools, eclipsing long-standing rivals Lotus and WordPerfect.

However, the company’s quick expansion in a fiercely competitive and rapidly changing market engendered resentment and jealously among competitors, with some alleging that the company’s activities violated US anti-unfair competition laws. Microsoft and its apologists replied that, far from restricting competition and technological innovation, their growth had facilitated both, and that their software had constantly become more affordable and useful. In 1994, the United States Justice Department settled an inquiry into Microsoft’s sales practises, alleging that they enabled the corporation to unfairly deter OS users from considering other applications. The next year, the Justice Department successfully opposed Microsoft’s proposed acquisition of Intuit Inc., the market leader in financial software for personal computers at the time.

Microsoft was late to recognise the commercial potential of network systems and the Internet, in part due to its phenomenal success in PC software. In 1993, it released Windows NT, a ground-breaking application that connected disparate PCs and increased network dependability and security. Although initial sales were poor, by 1996, Windows NT had swiftly surpassed Novell’s NetWare in market share. Microsoft did not enter the Internet software market until Netscape Communications Corp. developed Navigator, a Web browser tool that simplified the previously complicated process of browsing the World Wide Web.

Microsoft abruptly reversed course and developed its own browser, Internet Explorer, offered it free, and aggressively marketed it to computer manufacturers and Internet service providers. By 1996, Microsoft had packaged Explorer as part of the Windows operating system and had begun the process of integrating Explorer directly into Windows. Netscape responded by accusing Microsoft of breaking the terms of its 1995 consent decree and suing; these actions aided in convincing the Justice Department to reopen a comprehensive probe into Microsoft.
