Senator Tom Carper was born in West Virginia and raised in Virginia. He attended The Ohio State University on a Navy R.O.T.C. scholarship and graduated with a B.A. in economics in 1968. He went on to spend five years as a navy flight officer, three tours of duty in Southeast Asia during the Vietnam War, and 23 years of military service in the Naval Reserve as a P-3 aircraft mission commander before retiring with the rank of captain in 1991. With the war in Southeast Asia winding down, Tom Carper relocated to Delaware in 1973 to pursue his M.B.A. at the University of Delaware. He and his 30-year-old wife, Martha, now live in Wilmington and are the joyful parents of two sons. Senator Carper takes an Amtrak train from Wilmington to Washington every day.
At the age of 29, he was elected to the first of three terms as Delaware’s state treasurer in 1976, at a time when the state of Delaware had the poorest credit rating of any state in the country. He ran for – and was elected – to Delaware’s at-large seat in the United States House of Representatives six years later, with his credit rating restored to a respectable “AA.”
Senator Carper went on to spend five terms in Congress as a results-oriented moderate on the House Financial Services Committee and the Merchant Marine and Fisheries Committee, which is now part of the House Committee on Natural Resources. In 1991, then-Congressman Carper led a bipartisan congressional delegation of six Vietnam veterans back to Southeast Asia to hunt for American servicemen whose bodies had never been found and were labelled as MIAs. During that tour, the group met with Do Muoi, the new Vietnamese General Secretary, and helped build the framework for repairing US-Vietnamese relations.
In 1992, Tom Carper was elected as the 78th governor of Delaware, a position he held for two terms. As governor, he pushed a common-sense programme that resulted in eight balanced budgets, seven years of tax cuts, and significant job growth. Governor Carper oversaw efforts to improve Delaware’s “rainy day” fund and raise the state’s credit rating to “AAA” for the first time in state history, as well as reforming the state’s education system and implementing welfare reform policies in Delaware and across the country.

Tom Carper was voted by his colleagues to serve as vice-chairman, then chairman, of the National Governors’ Association during his second term as governor (NGA). Governor Carper stood down two weeks early on Jan. 3, 2001, to become Delaware’s junior senator. He was reelected in 2006, and with his reelection in November 2012, he became Delaware’s 13th state-wide elected official. Senator Tom Carper became Delaware’s senior senator after Joe Biden stepped down to become Vice President in January 2009.
