Moore, Shelley Wellons Capito, an American politician who has served as the junior United States Senator for West Virginia since 2015, was born on November 26, 1953. She is the daughter of three-term West Virginia governor Arch Alfred Moore Jr., a Republican. Capito served as the United States Representative representing West Virginia’s 2nd congressional district from 2001 until her election to the Senate in 2014, when she became the first Republican to win a statewide election in the state since the 1980s. Since 2001, she has served as the dean of West Virginia’s congressional delegation.
Until 2011, Capito was the lone Republican in West Virginia’s congressional delegation, and she was the state’s first Republican woman elected to Congress. She was the first woman to be elected to the United States Senate from West Virginia, as well as the first Republican to win a full term in the Senate from the state since 1942. In 2020, she was re-elected, defeating Democratic candidate Paula Jean Swearengin.
Capito has voted 96 percent of the time in favour of her party. She is seen as a moderate who has voted across the aisle on a few occasions. Capito voted supported an amendment to the Runaway and Homeless Youth Act in 2015 that provided LGBT youth with support and protections. She voted in 2015 to allow same-sex married couples to receive Social Security and veteran’s benefits. “We should be thankful for every American who willingly serves our country to preserve our freedoms,” Capito said in 2017, in response to President Trump’s use of Twitter to declare a ban on transgender members in the military. In 2019, she voted to confirm Patrick Bumatay, the Ninth Circuit Court’s first out gay judge. In 2021, she voted to confirm Pete Buttigieg as Transportation Secretary, making him the first out homosexual cabinet member to be confirmed by the Senate. In 2021, she also issued a statement opposing the inclusion of trans adolescents in gender-specific sporting programmes; in particular, she opposed the inclusion of trans girls in girls’ sporting teams and introduced legislation prohibiting trans girls from participating. She voted against Rachel Levine, a trans woman and physician, being confirmed as Assistant Health Secretary in March 2021.
In 2014, the National Rifle Association (NRA) and the West Virginia Citizen’s Defense League, both proponents of gun rights, endorsed Capito.
In 2016, Capito voted in favour of informing law enforcement when a terrorist suspect tries to buy a gun and for an amendment to strengthen the “I don’t think a teacher should carry a pistol in a classroom,” Capito said in response to President Trump’s recommendation that teachers be armed in 2018. Capito was one of thirty-one Republican senators to cosponsor the Constitutional Concealed Carry Reciprocity Act, a bill introduced by John Cornyn and Ted Cruz in January 2019 that would allow people with concealed carry privileges in their home state to use them in any other state with concealed carry laws while abiding by the laws of that state.
