Maureen McKenna

Throughout her career, Maureen worked as a mathematics instructor at a variety of secondary schools located in the northeastern and western regions of Scotland. In the year 2000, she started working with Her Majesty’s Inspectorate of Education, where she was responsible for conducting inspections of a variety of schools, education authorities, and child protection services. During her time with HMIE, Maureen served in a variety of capacities, including as a national expert in mathematics and as a District Inspector for Glasgow and North Ayrshire.

She started working for the Glasgow City Council as the Director of Education in December 2007, and she resigned in January 2022. As a result of her leadership in Glasgow, the number of students who were excluded from school fell by 93%, and the achievement of young people grew dramatically. During the same time period, the percentage of young people who achieved five or more level SCQF 6 certificates more than tripled.

In recognition of her contributions to the advancement of education in Glasgow and Malawi, Maureen was awarded an OBE in 2015. In recognition of her contributions to education and efforts to improve educational opportunities for those living in the poorest communities, Heriot-Watt University bestowed upon her an honorary doctorate in October 2021. She received her Bachelor of Science degree in Biology with high honors from Boston College, where she also completed a minor in Italian. After that, she relocated back to Dallas, where she spent the following year working as a research assistant in the neurology department of the Texas Scottish Rite Hospital for Children.

She received her degree in medicine from the University of Texas Medical School in Houston in the year 2007. She moved back to the Northeast to pursue her pediatric training at the Hasbro Children’s Hospital in Providence, Rhode Island. She finished her residency there in June of 2010, and she is now board certified in pediatrics. October of 2010 was the month when she received her pediatrics board certification from the American Board of Pediatrics.

In July of 2010, she became a pediatrician at Washingtonville Pediatrics and began her career in private practice. She takes pleasure in all facets of pediatrics, but her favorite part is seeing children as they grow and change. Together with her husband, Ken, Dr. McKenna makes their home in Rock Tavern. She has grown more involved in the community around her and is expanding her knowledge of Orange County in the process. Her favorite things to do in her leisure time are to go on adventures, try new recipes, and watch Ken play baseball.

When it came time for children to go to school, the city used to experience a large exodus of young families who jumped across the border to East Renfrewshire and East Dunbartonshire. All of Glasgow’s long-standing patterns have been reversed, however, thanks to the leadership of Maureen McKenna, who holds the record for being the city’s executive director of education with the longest tenure. Many people were taken aback when Maureen announced her retirement last week after working in the same position for the last 14 years, but she insisted that now is the appropriate moment to step down.

The municipal elections for Glasgow will take place the following year, and the candidate who once taught mathematics expressed her desire for the new incumbent to “get their feet under the table” before a new government begins to settle in. She went on to say that “The city of Glasgow has never had a director for that amount of time, and people tend to get complacent because nobody likes to change. But I’m sure they’ll be okay.” In 2007, the year before the city council started the very contentious and controversial process of shutting and combining elementary schools, Maureen was given the responsibility of leading the organization.

Infuriated moms at the time organized a protest movement against the relocation, taking up residence on the rooftops of local schools and even chaining themselves to the municipal council chambers in order to get their point through. Maureen recalls that she was invited to a community meeting and that she had anticipated that she would be speaking in front of a small number of parents as well as local officials. When Maureen was appointed to her position, some secondary schools had as many as one-fifth of their students absent from class, and significant percentages of high school students were graduating without having earned even a single Higher.

The number of juvenile offenders has decreased by half. Now, I do not have any data that shows it is entirely on schools, but there must be a causal relationship because of the work we have done on helping children self-regulate, on their choice making, because of the work we have done on helping children self-regulate and on their decision-making. Maureen is often interviewed on the Glasgow school system, and the city’s schools are now appearing in books written by education specialists from the United Kingdom and other countries.

Achieving a good achievement level is vital, but education is about so much more than that, and it is so much more powerful than that. This is not to say that we should lose sight of the fact that our primary focus is on education and that tests are also significant.”According to Maureen, one of the most important takeaways from the epidemic is the realization that not all learning has to take place in a classroom setting. A letter that was sent out by Maureen McKenna the week before said that a “ridiculous number of teachers and support staff” were being sent home to self-isolate, and that staff rooms and meetings were at the center of the transfer of the illness from adult to adult.

Parents whose children attend schools in Glasgow expressed concern to the Times about the current state of affairs and asked everyone, including educators, to abide by the regulations imposed by the Scottish Government. Ms. McKenna, on the other hand, has come under fire from members of the school staff and the EIS teaching union, who have said that the tone of the letter did not do much to demonstrate compassion for staff members who are laboring hard to provide education during these challenging times. “We are not only dealing with new practical, physical limits which have to be enforced – one-way systems, cleaning processes per class, wearing of masks, but we are also dealing with the transition back to school,” said one teacher who did not want to be identified.

They have had to go back into a routine as well as cope with the expectation to catch up after having a certain amount of freedom away from teacher and peer expectations during the lockdown. “For many kids, lockdown provided young people certain freedom away from teacher and peer expectation. To this, you may add the sensation of not knowing what the year will bring and the anxiety of worrying about accumulating proof to satisfy the requirements of SQA.” The labor union expressed concern about the poor morale of the workers and noted that everyone feels apprehensive. They predicted that there would certainly be a rise in the number of teachers and school employees affected by the outbreak, given that Glasgow was placed under lockdown and infection levels were rising in the population.

It is of the utmost importance that educators have the opportunity to voice their concerns at the school level when they get the impression that the risk management process does not have enough protections in place. The EIS will continue to place a high priority on safeguarding the physical and mental health of its students, employees, and the broader community. To this end, we will keep up our collaborative efforts with the Glasgow City Council to ensure that the necessary precautions are taken to make our schools secure environments in which students and employees can study and work.

We place high importance on the reliable collaboration that the council has with the EIS, and it was decided that the union representatives should receive an apology for any pain that may have been caused as a demonstration of the honest and open nature of their relationship. The email in question was sent at the end of a very difficult week, which saw a number of instances in which school staff had to self-isolate because they had not followed national guidance on physically distancing themselves from their colleagues. The week also saw a number of examples in which school staff had to self-isolate. Since of this, the lack of professionals had a direct influence on our children’s ability to acquire new knowledge because very few, if any of the students were required to self-isolate.

Ms. McKenna did not implement a particular policy with the intention of reducing the number of students who were excluded from school; however, she did challenge headteachers to examine their own statistics and determine whether it was in the student’s best interests to be removed and whether more could be done to support individuals while they were still in the classroom. One further essential tactic was to raise the level of instruction all around the city, with the primary emphasis being placed on removing teachers from the classroom if they were either unable of performing their duties or acted in an unacceptable manner.

An example of a teacher at one secondary school who insulted his students after returning from the lunch break while under the influence of alcohol is a great way to highlight the increased emphasis on professional behavior for educators. One of the students used the camera on his phone to record the event, and then he shared it on one of the student’s social media accounts. The school’s first reaction was to penalize the student, but Ms. McKenna redirected attention away from the kid and onto the instructor, who was eventually fired as a result of her actions.

We asked the student to remove the video from the website because we did not want it to reflect poorly on the school. However, we also used the video as evidence against the teacher, and she was fired as a result. This allowed students to understand that the behavior was not acceptable, and they were relieved that the teacher was no longer at the school. The difficulty with the culture was that it was expected that you would beat the kid.
