Richard Shelby, full name Richard Craig Shelby, is an American politician who was elected to the United States Senate as a Democrat in 1986 and began serving Alabama the following year; in 1994, he switched to the Republican Party. From 1979 to 1987, he was a member of the United States House of Representatives.
Shelby went to the University of Alabama for her education (B.A., 1957; LL.B., 1963). He married Annette Nevin at this time, and the couple went on to have two children. He worked as a prosecutor in Tuscaloosa, Alabama, from 1963 until 1971, after getting his law degree. He was elected to the Alabama Senate as a Democrat in 1970, and nine years later he was elected to the United States House of Representatives, where he was re-elected three times.
Shelby campaigned for the United States Senate in 1986 and was elected the same year. He was a Democrat during his first term, and one of the conservative members of a southern caucus known as the “boll weevils.” He joined the Republican Party in November 1994, a day after the Republicans won the midterm elections and therefore took control of the incoming congress.
Career
Shelby was well-known for his staunch conservatism. He was passionate about military issues, arguing for higher defence expenditures while suggesting budget cuts in other areas. He was also a strong supporter of the flat tax and a long-time advocate for a constitutional amendment mandating the federal government to balance its budget. Despite his fiscal conservatism, he was a staunch supporter of science, technology, engineering, and math (STEM) education as a source of economic growth.
Shelby voted with Republican leadership most of the time, but he did so on occasion, most notably when President George W. Bush’s administration managed the bailout of banks and brokerage businesses following the 2008 financial crisis. When President Barack Obama took office, he continued to reject the aid, and he became a vociferous opponent of the Obama administration’s legislative ideas and enactments, such as the Patient Protection and Affordable Care Act (PPACA; 2010), immigration reform, and tax increases on the wealthiest.
