Federal Home Loan Mortgage Business (Freddie Mac), in full Federal Home Loan Mortgage Corporation, is a federally authorised private corporation established by the United States Congress in 1970 to offer continuous and inexpensive home finance. It is one of several government-sponsored enterprises (GSEs) founded during the early twentieth century to assist in lowering the cost of credit for various sectors of the economy that borrow. Between 1938 and 1968, the Federal National Mortgage Association (FNMA), more commonly referred to as Fannie Mae, was by far the largest buyer and marketer of government-insured mortgages. By privatising Fannie Mae in 1968 and establishing Freddie Mac in 1970, Congress increased competition in the secondary mortgage market (the market for the purchase and sale of mortgage loans).

Fannie Mae and Freddie Mac held a virtual monopoly on the secondary mortgage market until the 1990s, when increased government oversight of corporations and new legislation permitting banks and other financial businesses to merge resulted in more competition from conventional lenders. In 1989, Freddie Mac was granted an independent board of directors but remained subject to the US Department of Housing and Urban Development’s control (HUD). In 1992, HUD and its Office of Federal Housing Enterprise Oversight expanded its regulatory authority over Freddie Mac and Fannie Mae. These functions were moved to the new Federal Housing Finance Agency under the Federal Housing Reform Act of 2007.

Freddie Mac and Fannie Mae both sustained significant losses during the subprime mortgage crisis of 2007–08, a severe contraction of liquidity in global credit markets caused by precipitous decreases in the value of assets backed by subprime mortgage loans. To avert more losses that would exacerbate the crisis and harm the US economy, the US government placed both firms under conservatorship in September 2008, despite the fact that neither was legally entitled to government backing, insurance, or support. As part of this takeover, the government intended to contribute billions of dollars in investments and loans to firms.

The mortgagor (debtor) surrendered land ownership to the mortgagee on the condition that the mortgagor repay a debt owed to the mortgagee within a specified time period, the mortgagee would reconvey the land to the mortgagor. If the mortgagor fails to settle the obligation within the time set in the mortgage, the land becomes completely the mortgagee’s. This type of transaction was recognised across the ancient world and mediaeval Europe under several names. It is to be distinguished from other types of security devices (also known in ancient and modern times) in which the debtor transfers possession but not ownership of the property to the creditor (the pledge in civil-law systems and the gauge of land in early English common law) or in which the debtor transfers neither possession nor ownership of the property to the creditor but simply a right to satisfy the debt out of the pr (the lien or hypothec).
