In December 2010, Grassley was one of 26 senators who voted against ratifying New START, a nuclear arms reduction treaty between the United States and the Russian Federation that requires both countries to deploy no more than 1,550 strategic warheads and 700 launchers over the next seven years, as well as continuing on-site inspections that were halted when START I expired. It was Russia’s first arms accord in eight years.
